Operational intelligence

Operating conditions by domain — prices, fuel, FX, freight, power, access — each reading dated, sourced and given a freshness verdict, with the blind spots stated.

What this module is for

Operational intelligence sits in Intelligence. Topics covered: operations, field, humanitarian, programme, conditions, prices, fuel, fx, freight, power, telecom, payments, access, coverage, freshness.

Access: available on every plan, including the free tier.

What SSIP holds, and where it is blind

201 operational readings across 28 of 32 declared indicators, each carrying its own source, date and freshness verdict measured against the 2026-09-23 build. There is no composite score on this page: producing one would need weights SSIP cannot evidence, and a number with invented weights is a black box that happens to look precise.

10 of 13 jurisdictions carry no dated reading at all: Western Equatoria, Jonglei, Upper Nile, Lakes, Warrap, Northern Bahr el Ghazal, Western Bahr el Ghazal, Abyei Administrative Area, Greater Pibor Administrative Area, Ruweng Administrative Area. Every dated price, rate, freight and fee figure SSIP holds was taken in Juba, on the Nimule corridor, or at national level, and no statement produced from this layer describes conditions anywhere else.

Domains with no data at all (1)

Payments & financial access — SSIP holds nothing. 2 indicators are declared so the absence is stated rather than left as an empty panel. An empty domain is not a quiet one.

Operating conditions by domain

  • Market basket & prices — What essential goods cost, where, on which date, at which market level. [9 readings: 2 current, 2 aging, 5 stale, 0 undated]
  • Fuel — What fuel costs and whether it is obtainable — two separate questions. [1 readings: 1 current, 0 aging, 0 stale, 0 undated]
  • Foreign exchange — What a dollar costs, under which rate regime, and how far the regimes diverge. [10 readings: 0 current, 5 aging, 5 stale, 0 undated]
  • Logistics & access — What it costs and takes to move goods, and which places can be reached. [83 readings: 5 current, 0 aging, 0 stale, 78 undated]
  • Power & energy — What energy costs to run, and what is actually produced — never what is installed. [12 readings: 7 current, 1 aging, 4 stale, 0 undated]
  • Telecom & connectivity — What connectivity costs and where it exists. [1 readings: 1 current, 0 aging, 0 stale, 0 undated]
  • Payments & financial access — How money moves, and who can actually move it. [no data held]
  • Infrastructure projects — What is announced, what is under way, and what is delivered — kept apart. [2 readings: 2 current, 0 aging, 0 stale, 0 undated; 22 records]
  • Procurement — What is being bought, by whom, on what deadline. [0 readings: 0 current, 0 aging, 0 stale, 0 undated; 6 records]
  • Funding & capital — What capital is announced, committed or disbursed — three different things. [0 readings: 0 current, 0 aging, 0 stale, 0 undated; 6 records]
  • General operating conditions — The cost and difficulty of operating: premises, labour, food security, flood risk. [83 readings: 3 current, 2 aging, 0 stale, 78 undated]

What SSIP says, and what it does not establish

  • On 2026-08-25 the parallel cash rate stood 33.9% above the official reference rate — 4,620 against 3,450 SSP per USD. These are two exchange-rate regimes with different eligibility, not two estimates of one rate, and SSIP publishes both rather than a blend.
Rule: Where SSIP holds an official reference rate and a parallel cash rate carrying the same observation date, report the percentage distance between them. The two are never averaged, and no ratio is computed across different dates, because part of any such spread would be the passage of time rather than the divergence.
Does not establish: Which rate any particular transaction settles at. Eligibility for the official rate is restricted to qualifying letter-of-credit allocations, and SSIP holds no data on the share of transactions clearing under each regime.
  • The Bentiu refinery is stated to have a capacity of 5,000 barrels per day (Unity State Information Ministry Press Briefing, 2026-08-14), while an inspecting source records output of 0 barrels per day on 2026-08-22 with the plant in cold standby. Installed capacity establishes nothing about production.
Rule: Where SSIP holds a capacity statement and an output observation for the same asset, publish both with their own dates and sources. No utilisation ratio is computed: dividing one source's nameplate by another source's reading on a different date would manufacture a figure neither source stated.
Does not establish: Why the plant was not running, whether it has run since, or what it is capable of producing under present feedstock and maintenance conditions. The zero is an observation on one date, not a permanent state.
  • Daily Crude Oil Export Revenue & Production Throughput: Ministry of Petroleum Official Monthly Release records 142,000 bpd ($7.8M/day gross), DPOC/GPOC Consortium Marine Bill of Lading & Metering Log records 124,000 bpd net export. The register attributes the divergence to: "The Ministry reports gross wellhead extracted volume including water cut and in-line pipeline storage, whereas operating consortia report net fiscalized crude delivered to maritime tankers after deducting pipeline transit fees in kind."
Rule: Publish both positions from the contradiction register with their own sources and dates, and carry the register's stated root cause. SSIP does not choose between them and does not average them.
Does not establish: Which figure is correct. The register records these as measuring different things on different bases; where that is so, both can be right and neither answers the other's question.
  • Parallel Exchange Rate vs Central Bank Official Peg: Bank of South Sudan Daily Gazette Benchmark records 3,450 SSP / USD (Official Peg), Juba FX Dealers Association Morning Spot Survey records 4,620 SSP / USD (Parallel Cash). The register attributes the divergence to: "Structural liquidity gap: Central Bank official rate applies only to qualified letters of credit for essential medicines and grain imports, while retail traders, transport operators, and construction contractors must procure cash dollars on the open market."
  • Juba-Rumbek Paved Highway Distance & Completion Status: Ministry of Roads and Bridges Press Release records 260 km opened / 68% completed, South Sudan Drivers Union & Field Verification Team records 186 km paved asphalt / 47% completed to full spec. The register attributes the divergence to: "The Ministry includes unpaved but graded sub-base sections and bypass tracks as "operational corridor," while transport logistics operators only classify continuous asphalt paving as completed infrastructure."
  • Nimule One-Stop Border Post (OSBP) Customs Revenue Clearance: South Sudan Revenue Authority (SSRA) Fiscal Bulletin records $14.2M / Month (Official Ledger), Uganda Revenue Authority (URA) & East African Business Council records $7.8M estimated net collected / 55% capture. The register attributes the divergence to: "Divergence caused by legal duty exemptions granted to humanitarian agencies, diplomatic missions, and government infrastructure contractors, which are recorded as gross value by SSRA but not cash receipts."
  • National Strategic Food Grain Reserve Buffer in Urban Silos: Ministry of Agriculture & Food Security Gazette records 45 Days Buffer (38,000 Metric Tons), WFP / FEWS NET Joint Market Assessment & Grain Syndicate records 11.4 Days Commercial Buffer. The register attributes the divergence to: "Government figures combine humanitarian aid prepositioning for conflict-affected displaced persons with open commercial retail food stocks, whereas urban markets rely entirely on commercial private inventory."
  • Bentiu Local Petroleum Refinery Operational Capacity: Unity State Information Ministry Press Briefing records 5,000 bpd operational capacity, UNMISS Field Environmental Team & Nilepet Engineering Audit records 0 bpd (Cold Standby / Maintenance). The register attributes the divergence to: "Trial testing runs of distillation units were publicly announced as full commercial operations before mandatory emissions and safety certifications were finalized."
  • Grid available generating capacity: SSIP holds no observation. No dataset in the corpus carries this indicator. It is declared so that the absence is stated rather than left blank. SSIP holds no reading. This indicator is declared so that its absence is stated rather than left as a blank space on a power page.
Rule: An indicator declared in the catalogue with no bound observation is published as a blind spot rather than omitted, so that an empty domain cannot read as a clean one.
Does not establish: That the condition is good or bad. Nothing is known, and an absence of readings is not an absence of problems.
  • Mobile network population coverage: SSIP holds no observation. No dataset in the corpus carries this indicator. It is declared so that the absence is stated rather than left blank. SSIP holds no coverage reading of any kind. The corpus contains one corporate circuit price in Juba and nothing else about connectivity.
Rule: An indicator declared in the catalogue with no bound observation is published as a blind spot rather than omitted, so that an empty domain cannot read as a clean one.
Does not establish: That the condition is good or bad. Nothing is known, and an absence of readings is not an absence of problems.
  • Mobile money agent density: SSIP holds no observation. No dataset in the corpus carries this indicator. It is declared so that the absence is stated rather than left blank. SSIP holds no payments observation at all. Payment methods appear in the Juba pilot reference corpus, which is not read into operational intelligence, and nowhere in the asserted corpus.
Rule: An indicator declared in the catalogue with no bound observation is published as a blind spot rather than omitted, so that an empty domain cannot read as a clean one.
Does not establish: That the condition is good or bad. Nothing is known, and an absence of readings is not an absence of problems.
  • Commercial bank branches in service: SSIP holds no observation. No dataset in the corpus carries this indicator. It is declared so that the absence is stated rather than left blank. SSIP holds no branch count. Bank organisation profiles exist in the corpus but describe institutions, not service points, and inferring access from them would be exactly the inference this catalogue forbids.
Rule: An indicator declared in the catalogue with no bound observation is published as a blind spot rather than omitted, so that an empty domain cannot read as a clean one.
Does not establish: That the condition is good or bad. Nothing is known, and an absence of readings is not an absence of problems.
  • 10 of 13 jurisdictions carry no dated operational reading of any kind: Western Equatoria, Jonglei, Upper Nile, Lakes, Warrap, Northern Bahr el Ghazal, Western Bahr el Ghazal, Abyei Administrative Area, Greater Pibor Administrative Area, Ruweng Administrative Area. What SSIP holds for them is the undated county register and nothing else.
Rule: Count jurisdictions whose only operational readings are undated register classifications. Undated register entries are excluded from the count of dated readings deliberately, because a map shaded by total readings would show national coverage that does not exist.
Does not establish: Anything about conditions in those jurisdictions. The absence of readings is a statement about SSIP, not about the places.
  • The Parallel market rate, SSP per USD series has 5 breaks longer than its 30-day usable window; the largest runs 183 days from 2024-03-31 to 2024-09-30. Charts of this indicator break the line across those periods rather than drawing through them.
Rule: Report consecutive published points separated by more than the indicator's usable window as a break in the series. Nothing is interpolated across a break and no line is drawn through one.
Does not establish: What the indicator did during the break. Nothing is known about that period, and a straight line between two points is a drawing convention rather than a measurement.
  • The White maize, 50 kg wholesale bag series has 5 breaks longer than its 90-day usable window; the largest runs 183 days from 2024-03-31 to 2024-09-30.
  • The National crude oil production volume series has 4 breaks longer than its 180-day usable window; the largest runs 183 days from 2024-03-31 to 2024-09-30.

Projects, procurement and capital (34)

These are events, not indicator readings, and are kept apart from the series above. An announced amount is not a committed one and a committed one is not a disbursed one.

  • 16 announced — An institution has stated an intention. Nothing has been shown to have moved.
  • 6 committed — A board approval, signed agreement or award is recorded. Money may still not have moved.
  • 11 under way — Physical or financial execution is recorded as in progress.
  • 1 delivered — Completion is recorded by a source with standing to record it.

0 of 34 records hold no published value. They carry no amount rather than a zero.

Findings flagged for review (4)

Problems SSIP has found in its own sources. None has been corrected: silently correcting a source makes SSIP the source without saying so.

  • National crude production series, most recent point — The temporal register's most recent point for national crude production (124,000 bpd, 2026-08-25) carries the same value that the contradiction register attributes to the operating consortium as net fiscalised export after transit deductions (2026-08-24). The Ministry's gross production figure for the same period is different. The series point may therefore be an export figure under a production label.
Why it has not been changed: Relabelling a source is SSIP becoming the source. The register states what it states; the discrepancy is a matter for the publisher, and correcting it silently would leave no trace that the published series and the SSIP series had ever differed.
What would resolve it: A reviewer should ask the Ministry of Petroleum and the operating consortium which basis the temporal register point is on, and the register should record the answer. Until then the two indicators stay separate and neither is treated as the other.
  • Bentiu refinery capacity against observed output — A stated capacity of 5,000 bpd (2026-08-14) sits against an observed output of 0 bpd (2026-08-22), the plant being in cold standby. Any surface presenting the capacity figure without the output figure would give a reader the opposite of the operating picture.
Why it has not been changed: Neither figure is wrong. A nameplate capacity and an inspected throughput are different measurements and both belong in the record.
What would resolve it: The two are held as separate indicators in separate comparability groups, and the interface renders them together. No utilisation ratio is computed between two different sources on two different dates.
  • County register carries no dates — 156 of 201 operational observations come from the canonical county register, which records an access classification and a food security phase for each of its 78 counties and no date for either. None of them can be aged, so none can be described as the current condition.
Why it has not been changed: Imputing a date — from the build, from the register file, from a neighbouring dated record — would turn an unknown vintage into a specific claim about when somebody looked.
What would resolve it: The register should carry a classification date per county. Until it does, these readings are published as undated classifications of record, withheld from search indexing, and excluded from the count of dated readings in every coverage figure.
  • Dated readings are concentrated in a few places — 10 of 13 jurisdictions hold no dated operational reading: Western Equatoria, Jonglei, Upper Nile, Lakes, Warrap, Northern Bahr el Ghazal, Western Bahr el Ghazal, Abyei Administrative Area, Greater Pibor Administrative Area, Ruweng Administrative Area. Every dated price, rate, freight and fee reading SSIP holds was taken in Juba, on the Nimule corridor, or at national level.
Why it has not been changed: There is nothing to correct. This is what the corpus contains, and the remedy is collection, not processing.
What would resolve it: No operational statement produced by this layer describes conditions outside Central Equatoria, the Nimule corridor and the national aggregates, and the coverage page says so on its face.

What SSIP chose not to read, and why

  • Juba market basket pilot corpus (41 products, 10 collection locations, 10 routes, 6 price observations) — Reference corpus. Its price observations carry no source attribution, it carries no review trail (the illustrative approvals it once showed were removed in 2.8.1), and its proof-hash fields are empty by design. It demonstrates the collection instrument SSIP would run; it is not a record of collection that happened, so none of it is read into operational intelligence.
  • Juba commodity prices, neighbourhood profiles and infrastructure assets (intelligence.* datasets) — Author-flagged reference content. Every record carries isDemo, and the provenance ceiling caps the whole family at DEMO. Reading it here would put unlabelled demonstration figures into operating conditions.
  • Figures embedded in free-text note fields — Several bound rows state a second figure in prose — a pump retail price, a bulk discount, a grid tariff, a casual labour rate, a satellite tariff. None is extracted. A regular expression over prose is how a hedge becomes a measurement, and each of these is recorded as a known limit on its indicator instead.
  • Jurisdiction-level vulnerability index and data confidence grades — Composite scores whose weights are not published in the corpus. SSIP cannot show a reader how either number was produced, so neither is republished as an operational reading.

Data quality

31 of 31 data-quality checks were executed and passed at build time. 201 readings, every one citing an evidence record produced by the Evidence Engine; 0 bound source rows failed to join.

SSIP publishes no completeness percentage. A percentage needs a denominator — the number of readings SSIP should hold — and no such number exists. Counts and named gaps are published instead, which is less satisfying to look at and considerably harder to game.

Domains with declared but unobserved indicators

  • Power & energy — 1 of 8 indicators hold no reading.
  • Telecom & connectivity — 1 of 2 indicators hold no reading.

How to read this

Every figure on this page carries an evidence state — Verified, Operational, Announced, Estimated, Inferred, Disputed, Simulated, Reference or Unavailable — and each state has a stated definition. SSIP does not present an estimate as an observation, and it does not record a missing value as zero.
