About Strategic Systems Intelligence
What SSIP is and is not, how its evidence is classified, what it does not claim, and how corrections are handled.
What SSIP is
Strategic Systems Intelligence (SSIP; formerly the South Sudan Strategic Intelligence Platform) is an independent analysis product. It collects public evidence about South Sudan, classifies each claim by how well it is evidenced, and publishes the classification alongside the claim.
It currently holds 251 governed evidence records across 23 datasets, 99 organisations named in evidence, 20 projects, and 18 registered sources.
What SSIP is not
- Not a government body, and not an official publication of any government.
- Not accredited, endorsed or commissioned by any authority.
- Not a complete register of anything. It holds what it holds, and says so.
- Not a real-time feed. Every figure carries the date it refers to.
- Not a substitute for primary documents. Where a source URL exists, it is published.
How evidence is classified
Every published claim carries one of these states, and each has a published rule governing what SSIP may do with it:
- VERIFIED — Publishable as an established finding. Requires a named human approver, an approval date and at least two independent source groups (the same standard the backend enforces). An automated extraction can never reach this state, and a single source — however authoritative — cannot.
- OPERATIONAL — Publishable as a direct observation, with its observation date shown. Requires a recorded timestamp and observer.
- ANNOUNCED — Publishable as a statement by an institution with standing to make it. Must not be rendered as an accomplished fact; an announced value is not a delivered one.
- PLANNED — Publishable as an intention. Must never be rendered as current capability or current condition.
- ESTIMATED — Publishable only with its method stated. Derived by SSIP from evidenced inputs; not observed.
- INFERRED — Publishable only with the inference stated. Reasoning over evidence, not evidence.
- DISPUTED — Publishable, and the disagreement must be shown alongside it. Never resolve a dispute silently by choosing one side.
- UNAVAILABLE — Publishable as a declared gap, which is a finding in its own right. Must never be rendered as zero, blank or omitted.
- SIMULATED — Publishable inside the product with a permanent label. Never indexable: a search result cannot carry the surrounding context that makes a simulation legible, and it is not intelligence about South Sudan.
- DEMO — Illustrative interface content. Never indexable and never counted in any platform figure.
Two rules that govern everything here
- An absence of records is not a finding of zero. Where SSIP holds nothing, it says so. It does not report zero, and it does not leave the field blank. 36 of the 251 governed records carry no value, and each states that explicitly.
- Disagreements are kept, not resolved. Where sources conflict, both positions are recorded. 9 such disagreements are currently held. SSIP does not average them or pick a winner.
Correction policy
When SSIP publishes something wrong, the correction is published as a record, the original is retained, and the change is dated. Corrections are listed at /corrections. Nothing is silently edited.
Known limitations
Coverage is concentrated in Juba, Central Equatoria and the Nimule and Nile corridors. Outside that scope the corpus is thin and the platform says so rather than extrapolating. Declared gaps are published at /gaps — a gap is a finding, not an omission.
Contact and governance
Corrections, disputes and source submissions are handled through the corrections and contradictions surfaces. Methodology is documented at Methodology & trust.
This page deliberately names no individuals. SSIP publishes no staff biographies, credentials or partnership claims, because it has none to substantiate.
